Standardization Evaluation with Security Clearance

Contingent Upon Award Job Description: * Group Standardization and Evaluation (OGV) functions are critical to flight operations, ensuring that Group aircrew are accountable for their training and qualification level. The OGV contractor will assist the Chief of OGV in daily and strategic management of OGV programs. * The Stan/Eval Contractor will be a subject matter expert in Air Force Stan/Eval instructions and demonstrate proficient knowledge and interpretation of governing regulations for 25 ATKG aircrew and subordinate squadron Stan/Eval elements; Provide updates as required to 25 ATKG leadership containing the flight qualification and readiness status of all assigned aircrew members; Shall be a certified Technical Order Distribution Assistant (TODA) responsible for creating and maintaining an ETIMS account, placing orders in ETIMS; Responsible for maintaining FLIP for Group units in coordination with unit Squadron DOW and DOXP elements; Responsible for updating the OGV publications library (electronic and/or paper); Responsible for acquiring and maintaining specific aircraft technical orders as well as regulatory procedure publications, ensuring Group personnel are observing the most up to date publications and regulations; Maintain the Master Publication Index and ACC Form 50 Flight Crew Information Files Index, as required by the unit; Fulfill PEX Stan/Eval Administrator and testing administrator duties; Will be the unit’s subject matter expert in PEX and will assist the Squadron Aviation Resource Management (SARM) and squadrons with PEX troubleshooting in Stan/Eval related suites; Update OGV data in PEX and/or locally-developed computer database systems, as required; Update all applicable PEX items for TDY unit members, as well as for visiting TDY aircrew as required; Assist the chief of OGV with the creation and implementation of the group written exam program. Ensure all SQ level Stan/Eval personnel are assigned the proper rights in PEX to ensure their duties can be performed as required by AFI/AFMAN/local guidance; Acquire and distribution of safety-related flight guidance, as required; Responsible for assisting in writing, assigning and management of Flight Crew Information Files (FCIFs), to include FCIF library management and periodic FCIF reviews; Responsible for maintaining Flight Evaluation Folders (FEFs) IAW regulation and standardized procedures; Interface with SARM personnel to update the Aviation Resource Management System (ARMS) or future equivalent systems to ARMS as required; Assist the chief of OGV with oversight of squadron level Go/No-Go programs; Review and update student/permanent party records (AF Form 8/942 and Minor Discrepancy/Review Log), FEFs per the applicable AFI and/or AFMAN guidance, as well as associated ACC/NAF/wing/group supplements, and locally-developed guidance, as applicable; Conduct monthly reviews of personnel entering into the first month of evaluation eligibility period; Generate and send notification to members in their first month of eligibility, which the member will sign and return, and will maintain this record until the evaluation is complete; Notify crewmembers, scheduling, training and unit leadership of upcoming and overdue testing, evaluation, and training requirements via e-mail, telephone or in person as required – a record of this notice will be maintained until the evaluation is completed; Generate and maintain the following reports/forms as required: – Evaluation and testing status and trend data reports, Stan/Eval Board (SEB) IAW OGV requests, AF Form 8, Certificate of Aircrew Qualification and AF Form 942, Record of Evaluation, AF IMT 1522, ARMS Additional Training Accomplishment Report, AF Form 4324, Aircraft Assignment/Aircrew Qualification Worksheet; Assist the chief of OGV with the creation and implementation of the No-Notice program. Assist the chief of CCV in executing the No-Notice program in accordance with AFI/AFMAN and OGV guidance; Assist the chief of OGV with the creation and implementation of the Stan/Eval Flight Evaluator upgrade program. Assist the chief of CCV in executing the Stan/Eval Flight Evaluator upgrade program in accordance with AFI/AFMAN and OGV guidance; Assist the chief of OGV with the planning and implementation of the SEB in accordance with AFI/AFMAN and GP/CC guidance. Assist the chief of CCV with populating SEB minutes, running reports in PEX, analyzing trend data and providing this information to OGV, in accordance with AFI/AFMAN and OGV guidance; Assist the chief of OGV with the creation and implementation of the supplementary evaluation program; Assist the chief of CCV in executing the supplementary evaluation program in accordance with AFI/AFMAN and OGV guidance; Assist the chief of OGV with the creation and implementation of the group trend program; Assist the chief of OGV with the creation and implementation of Group supplements to AFIs/AFMAN guidance, as required; Review and update student/permanent party records, folders and gradebooks per AFI 11/14-202V1, AFI 11/14-2MQ- 9V1, as well as associated ACC/Installation supplements and locally-developed guidance Experience Level: * Three (3) years of experience working in/with the military * Two (2) years of experience working with PEX or similar proprietary stan/eval program (stan/eval only) * Two (2) years working with Microsoft Access, Excel, or SharePoint (training only) * Complete PEX Initial User Training Class or ISR Training Class and 25% of the Stan/Eval workforce and have one (1) year experience Chief/NCOIC of Stan/Eval * 25% of the Stan/Eval Workforce and have two (2) years of experience as in instructor/evaluator of a USAF MDS and either: * Two (2) years of experience working in a MQ-1/9 or RQ [1] 170 Squadron/Group/Wing training or Stan/Eval shop (as applicable) * Three (3) years of experience working in a DoD Flying Squadron/Group/Wing training or Stan/Eval office (as applicable) Education Level: * Bachelor’s degree Clearance Level: * DoD Secret Security Clearance Other Information EEO Employer F/M/Vet/Disabled
