Operational Contract Support Requirements Manager with Security Clearance

Overview LMI is seeking an Operational Contract Support (OCS) Requirements Review Manager at the client site at Headquarters, U.S. Army Central, Shaw AFB, SC. This effort supports USARCENT Operational Sustainment and USARCENT G-5, Strategic Plans and Policy, on all matters pertaining to planning, theater strategy, and policy in the USCENTCOM AOR. The candidate will serve as the subject matter expert (SME) in OCS integration and management to USARCENT/Theater Army and Coalition Forces Land Component Command (CFLCC) forces. This will involve providing SME guidance to requiring activities, staff, and leadership on the development of all requirement packages that seek a contract solution. This position requires independent judgment, initiative, and resourcefulness in order to determine the appropriate actions to assist with the development, review, synchronization, validation and integration of contract requirements in support of the USARCENT/CFLCC mission. Responsibilities * Train and provided SME guidance to requiring activities, USARCENT staff, and leadership on the requirements development, synchronization, review, and validation process. * Maintain a requirement common operating picture. * Conduct thorough review of all requirement packet for regulatory and policy compliance, content, clarity, consistency, accuracy, structure, readability, and redundancies. * Maintain requirement management database tool of record ensuring that complete requirement packets are * Assist with the processing and validation of all requirement packets ensuring strict adherence to the USARCENT OCS Standard Operating Procedures (SOPs). Collect and consolidate comments and recommendations from reviewers and submit to requirement activities for reconciliation. * Maintain a tracking mechanism of all requirement packet information and status in order to provide accurate and timely information to requiring activities, board members and staff as necessary during the entire duration of the requirements validation and review * Assist with generating and providing OCS reports, requirement review performance metrics and packet processing statistics to USARCENT OCS leadership. * Assess the efficiency and effectiveness of the acquisition review process and provide recommendations to OCSIC leadership on ways to improve processes. * Schedule all boards, meetings or working groups related to the review and validation of contract requirements in coordination with OCS guidance or Prepare meeting/conference rooms with all necessary materials, take notes, and prepare executive summaries. * Maintain and update the internal OCS SOPs that includes the detailed steps and processes associated with recurring tasks completed by OCS Requirement Review Managers and the requirements review and validation Provide training and information briefings as required. * Interpret contracting and OCS regulations and work directives and determines local action necessary to implement policies, plans, procedures and tools into flow of work. Qualifications * Possess a 3C Army Skill Identifier or equivalent. * Demonstrated knowledge and understanding of the Federal Acquisition Regulation, Department of Defense Federal Acquisition Regulation, and Army Federal Acquisition Regulations. * Experience with developing requirement documents to include but not limited to: PWS, SOW, IGE, LOJ in support of an acquisition solution. * Experience working with DoD, Army, and military structure. * Proficient in Microsoft Office suite of tools (Word, Excel, PowerPoint, Outlook, etc.). * Five years of experience with planning, organizing, coordinating, synchronizing, and managing integrated contracted support. * Three years at the ASCC and/or GCC level with experience in pre-award procurement activities such as: analyzing requirements, recommending revisions to performance work statements or specification, procurement planning, and tracking and monitoring procurement activities to ensure compliance with DoD policy, administrative procedures, regulations and statutes. * Possess strong written, oral, and interpersonal skills. Ability to work autonomously and high standards for personal performance. Strong organizational skills, self-directed, detail oriented, and adaptable to flexible work styles, environments, and locations. * Possess active DoD Secret clearance. A Secret clearance is required for this position. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
