Physical Security Representative with Security Clearance

Contingent Upon Award Job Description: * The personnel security support contractor will be appointed as a Contractor Special Security Representative (CSSR). CSSRs, under the direction of their supporting SSOs, are responsible for the day-to-day management and implementation of the facility’s SCI security program for subordinate SCIFs. CSSRs will perform one or more of the SSO duties listed in DoDM 5105.21-V1, enclosure 2. * May be required to travel to additional security training in order to fulfill education and security requirements of the unit. All travel rates shall be IAW governing regulation and coordinated through the COR. Travel must be approved by the Program Management Office and the Contracting Officer in advance. No profit shall be paid for travel; Assist in maintaining a security library with all applicable publications and directives; Assist with security indoctrination and debriefing, transfer in status, and indoctrination assists as well as periodic reinvestigations on an as-needed basis; Assist with the maintenance of SCI indoctrinated personnel security folders; Assist with Interim SCI requests as required; Assist with unit member’s foreign travel paperwork and DISS updates; Create and destroy Access Control Security (ACS) Badges for all SCI indoctrinations and debriefs; Assist with updating and maintaining the unit badge roster and Alarmed Facility Access Authorization (AFAA) as well as SCIF access roster; Assist with DISS visit requests, to include both incoming and outgoing visits; Assist with training SCIF Special Security Representatives (SSRs); Assist with sending out and keeping records of annual SCI security awareness briefing/training and helping SSRs with unit’s SCI education and training program; Assist with handling Personnel Security Incident Reports and For Cause discharge files for SCI cleared individuals; Assist with updating and maintaining the unit’s SCIF standard operating procedures (SOPs) and Emergency Action Procedures (EAPs); Interface with Shaw Air Force Base Security Offices and HHQs in regards to maintaining regulation-compliant SCIF operations; Provide unit commander or designee a monthly compilation of program status, security violations (with investigation status). The Contractor shall also assist with annual reports to ACC/SSO; Complete online computer-based training as directed by SSO (In accordance with ICD, DoD, USAF, and ACC/SSO guidance) within 30 days of start date; Attend in-residence training for ICD 704/Security Executive Agent Directives (SEADs) for Personnel Security at government expense, as required; Assist Government personnel in conducting accountability, storage, inventory, disposition, destruction, format and use of an approved badging system to manage the administration of the alarms systems within unit secure facilities, SCIF, and restricted areas; Assist in administering and documenting Random Entry/Exit Inspections (REEI) monthly at minimum; Record and track security program action items and suspense dates to include assisting with the coordination of DD254, DoD contract security classification specification; Track other contractors who work in that unit and maintain their industrial security program and report changes to the appropriate offices; Assist in validating individual’s SCI access as needed; Shall be appointed as an Alternative Compensatory Control Measures Program Control Officer (ACCM PCO) and assist in managing all applicable ACCMs the unit requires; Assist in coordinating with Foreign Disclosure Officers (FDO) and foreign embassies for all foreign visits to 25 ATKG facilities on Shaw AFB; Work with Anti-Terrorism Office, SSO, ACC and leadership in coordinating foreign travel as it pertains to foreign travel of assigned personnel; Perform or coordinate required self-inspections of unit programs; Assist in handling all reporting and corrective responsibilities associated with breaches in security; Assist the Physical Security CSSR as required in any tasks pertaining to TS/SCI security.
