Unit Training Manager with Security Clearance

Contingent Upon Award Job Description: * The UTM is the commander’s key staff member for overall management of the unit training program. The UTM implements and manages training programs, policies, and procedures as directed by HHQ, commanders, and Base Training. The UTM identifies training resources, internal and external to the host organization, and coordinates required training with work centers. * Develop, deliver, manage, execute, and evaluate training programs IAW AFI 36-2201, applicable AFSC Career Field Education and Training Plans (CFETP), Air Force Enlisted Classification Directory (AFECD), Air Force Officer Classification Directory (AFOCD), Air Force Job Qualification Standards (AFJQS), AFSC-specific policies, and local operating guidance; Be proficient with Microsoft Office products, to include Excel, Word, and PowerPoint. A basic understanding of Microsoft Access is also desired; Manage various training systems applicable to AFSCs assigned to the unit. Major training systems include, but not limited to: myLearning, Air Force Training Record (AFTR), Patriot Excalibur (PEX), and Training Business Area (TBA); Shall use MilPDS-based Alpha Rosters to manage training system rosters, profiles, and permissions; Monitor AF Training Messages on the myPERS website and conduct monthly CFETP and AFJQS publication checks on the AF e-publishing website; Coordinate changes with affected work centers and advise unit leadership; Ensure all work centers develop a Master Training Plan (MTP) that includes 100 percent task coverage: duty position, home-station, deployment, and skill level upgrade task requirements; Facilitate initial MTP development and assist integration of major changes with work center leadership; Attend Shaw Base Training and applicable Functional Manager meetings; Conduct quarterly unit training meetings with work center supervisors using a prepared meeting agenda; Generate meeting minutes and file the minutes and agenda for a minimum of one year; Manage electronic training records and individual training plans: create, verify, update, and transfer accounts; Monitor supervisory training progress, delays in training, and training-related counseling entries are completed; Generate a six-month training plan forecast on a monthly basis; Generate a monthly Status of Training (SOT) briefing for unit leadership; Compile SOT training updates for the minimum areas identified in AFI 36-2201 by the 10th duty day of the month and file the briefing for one year. 4.9.9 The Contractor shall manage, review, coordinate, and brief the On-the-Job Training Roster (OJTR) monthly to the unit commander. The Contractor shall file the commander-signed and dated monthly OJTR for one year; Review assigned Training Status Codes (TSC) to identify and manage individual training requirements and qualifications; Review Primary AFSC (PAFSC) and Control AFSC (CAFSC) to ensure they are commensurate with each member’s skill level and rank; Coordinate TSC and AFSC changes and corrections with the Shaw Base Training Office using the AF Form 2096; Annotate the OJTR with individual trainee statuses: task qualifications, CDC progress/completion, and Craftsman Course status; Establish a Course Development and Student Administration/Registrar Keeping System (CDSAR) account. The account shall be used to monitor CDC availability, identify CDC changes, confirm CDC enrollments, verify CDC completions, and coordinate CDC Course Exam (CE) requests; Coordinate CDC enrollments, re-enrollments, and reactivations for trainees through the Shaw Base Training Office; Monitor and report CDC enrollment progress monthly using the On-the-Job Training Roster (OJTR) and SOT; Conduct initial CDC briefings with the trainee and supervisor for each enrolled CDC set and establish the completion timeline; Establish a pre-CE progress and review procedure to ensure comprehensive supervisor reviews were conducted; Assess the trainee’s preparation and readiness before scheduling the CE; Schedule the CE with the Shaw Base Training Office, base Education Service Center, or Test Control Officer (TCO); Coordinate and execute CDC CE failures; Conduct trainee and supervisor interviews, schedule a commander meeting, and process the failure package through the Shaw Base Training Office; Identify and schedule formal training courses required to complete, sustain, or improve mission accomplishment; Conduct and coordinate course forecasts as required by HHQ notification; Coordinate course allocation requests, replacements, substitutions, and cancellations with course schedulers and affected individuals; Coordinate, track, and process formal training RIPs (initial, change, and cancellation RIPs) with the Shaw Formal Training Office, scheduled students, supervisors, and unit leadership; Provide course-specific information from the Education and Training Course Announcements (ETCA) website along with the RIP to the scheduled student; Coordinate new, updated, and obsolete requirements; Track qualification status and update off-line, to include classroom-based training, using the myLearning administration portal; Provide a monthly status report for all monitored course requirements to unit personnel and leadership; Manage the unit task trainer and certifier program; Monitor work center trainer and certifier availability, as well as schedule Air Force Training Course (AFTC) allocations with base 3S2X1 UTMs; Ensure trainers and certifiers meet all minimum requirements IAW AFI 36-2201; Ensure the Unit Training Office is on the unit’s in processing and out-processing checklists; Conduct an initial interview with newly assigned personnel within 30 days of the member’s assignment to determine their training status, training system account status, and CDC requirements; Review the member’s TSC, PAFSC, and CAFSC, as well as verify the member’s applicable training system account, transfer to the appropriate work center, profile, permissions, and assigned tasks; Assist and track creation of new member accounts; Verify “MyLearning” accounts and transfer to the unit; Document completion of the interview in the member’s training record; Conduct an initial trainee orientation with newly assigned trainees in upgrade training (UGT) within 60 days of the member’s assignment; Discuss the UGT program, training program responsibilities (commanders, UTM, supervisor, trainer, certifier, and trainee), CDC administration, CFETP requirements, and the MTP; Document completion of the orientation in the member’s training record; Ensure that training system accounts are appropriately and timely transferred or archived for departing personnel. This will ensure training system roster accuracy and avoid delays in member in-processing at the gaining unit; Coordinate Field Evaluation Questionnaires (FEQ) with the requesting agency and targeted unit personnel; Report the status of assigned and completed surveys to unit leadership during the monthly SOT; Update all required unit-level training MICT checklists quarterly; Provide quarterly status updates for any open MICT checklist observations; Develop an upgrade review process to ensure trainees meet all AF and AFSC requirements prescribed for skill level upgrade; Ensure the supervisor initiates the upgrade request, reviews the trainee’s records, and officially recommends the upgrade; Validate completion of the upgrade request on AF Form 2096 and coordinate review with the Shaw AFB Training Office.
