Job Summary

Theย purpose of this positionย 

Essential Job Functions

  • Establishesย and maintainsย effective working relationships with theย buildingย officials, other Town management and personnel, area businesses, homeowners, contractors, architects, engineers, developers, other related professionals, and the general public. ย ย 

  • Responds to internal and external customer questions and comments in a courteous and timely manner.ย 

  • Conducts inspectionsย of construction sites and structures for compliance with all building, plumbing,ย electrical, gas, energy,ย and mechanical codes as adopted by the Town including other Town ordinances regarding setbacks and buffers; notes specific violations; ensures construction is in accordance with approved plans including completing job site reports ofย addressing anyย specific violations;ย and documentsย inspection history in computerized tracking program.ย 

  • Interprets codes and regulations;ย explains permit and compliance conditions.ย 

  • Keeps daily logs including photographs for recordkeeping and verification purposes.ย 

  • Uses survey instruments, meeting devices, and test equipment in performing inspections.ย 

  • Verifies alignment, level, and elevation of structures to ensure building meets specifications.ย 

  • Documents and maintains complete and accurate records of all inspections and any regulatory actions taken;ย preparesย written reports and correspondence;ย and issuesย notices to correct code violations.ย 

  • Confers with and provides information regarding code requirements to developers, engineers, architects, property owners, the public, and other interested parties.ย 

  • Addresses any complaints or problems from concerned parties;ย takes appropriate measures to ensure an expedient resolution in a timely and courteous manner.ย 

  • Investigates complaints regarding unauthorized or non-compliant construction;ย issues โ€œstop work ordersโ€ as necessary.ย 

  • Reviews, approves, or denies single family building plans and drawings for new construction, remodeling, or renovations to ensure compliance withย applicable ordinances;ย contacts contractors regarding needed information;ย documentsย plan violations;ย determinesย floodย zones and compliance with FEMA requirements;ย plans and drawings.ย 

  • Educates and trains superintendents and subcontractors on code, compliance, and efficiency.ย 

  • Conducts research on code related issues and manufacturerโ€™s specifications.ย 

  • Participates in post disaster recovery plan, including conductingย on-siteย inspection of properties following declared disasters;ย assessesย structures for damage;ย and determinesย safety and habitability of all structures.ย 

  • Communicates and coordinates regularly with appropriateย partiesย to maximize the effectiveness and efficiency of operations and activities.ย 

  • Performsย other related duties as assigned.ย ย 

Qualifications

Education and Experience:ย 

High school diploma or equivalent;ย andย five (5)ย years of work experienceย in the building construction field;ย or equivalent combination of education and experience. ย ย 

ย 

Licenses or Certifications:ย 

Valid South Carolina driverโ€™s license. ย ย 

ย

  • Knowledge of construction industry practices, methods, operations, and materials. ย ย 

  • Knowledge of investigation techniques and methods of inspection related to the construction trades. ย ย 

  • Knowledge of Department policies and procedures.ย 

  • Skill in communicating, both verbally and in writing.ย 

  • Skill in being tactful, discrete, and persuasive.ย 

  • Skill in delivering customer service.ย 

  • Skill in using computers and related Department software.ย 

  • Ability to enforce regulations in a fair and impartial manner. ย ย 

  • Ability toย interpret, analyze,ย and make recommendations on construction plans, construction codes, ordinances,ย and blueprints. ย ย 

  • Ability to work outdoors in a variety of weather conditions for extended periods of time.ย 

  • Ability to work in a fast-paced environment.ย

Duties are generally performed in a moderately noisy location (e.g.,ย construction sites; office location with computer, telephone, and other related equipment. Work involves exposure to a variety of weather conditions and terrains for extended period of time.ย
