Description

The employee in this position assures that road construction projects are built according to plans and that the SCDES regulations and guidelines are followed.

1. Β  Construction Site Visits – The employee in this position travels throughout Aiken County to observe the construction of County roads and stormwater facilities, verifying compaction, proof-roll tests and storm sewer installation and function. The employee is usually involved in pre-construction meetings, monitoring County roads testing and is responsible for reviewing and understanding construction plans on the basic level and ensure compliance with approved plans. The employee will attempt to negotiate while onsite to resolve any potential problems. Those that cannot be resolved are referred to the MS4 Coordinator or the County Engineer. Β 

2. Β Stormwater Assessment – While at the Construction site, the employee will check the management of pollutants from the site to be certain all required BMP measures are being installed and maintained. Β Any problems are normally addressed and remediated at the site. Β Any unresolved issues are referred to the MS4 Coordinator. Additionally, the employee may investigate citizen complaints regarding illicit pollutant discharge and attempt to resolve them. This may involve taking water samples for laboratory testing.

3. Β  Administrative Duties – The employee may be responsible for completing a variety of reports, logs, testing results, including project paper work, citizen complaint reports, or other construction related paperwork.

4. Β  Other Duties – The employee may be occasionally assigned other duties as deemed appropriate by the MS4 Coordinator.

The employee in this position works with limited supervision while traveling onsite. The employee is expected to understand the federal, state and local regulations governing this work, and to work collaboratively in the field to ensure compliance.

REQUIRED EDUCATIONAL BACKGROUND AND JOB-RELATED EXPERIENCE:Β 
Minimum Level of Job-Related Education: AA in Construction, Environmental studies, or related field preferred or be working toward obtaining AA.

Minimum Amount of Job-Related Experience: one year in a similar environment; ability to read construction plans; knowledge of construction materials; knowledge of SCDES guidelines, BMP practices.

Minimum Level of any Required Qualifications, Licenses, Certificates, Registrations, or any Relevant Knowledge, Job Skill, or Equivalent Experience: CEPSCI Certificate, or the ability to obtain within 6 months from the date of employment. A valid, state issued driver's license.

PHYSICAL REQUIREMENTS OF THE JOB:Β 
This job has specific physical requirements such as lifting, driving, ability to travel, etc. (Please specify in the box below.) Traveling and working at a construction site; stooping, standing, crawling. Ability to safely walk and climb uneven terrain for extended periods of time, sometimes in poor weather conditions.
