Job Summary and Essential Functions


SALARY DEPENDS ON QUALIFICATIONS

This position, working under the direction of the Engineering Field Coordinator, typically performs construction observation for conformance with approved plans, post construction inspection of stormwater facilities, and/or development of plans for projects designed in-house. Β Must deal courteously and professionally with citizens and coworkers.

ESSENTIAL JOB FUNCTIONS: Β 
Β 
  • Performs interim, final and warranty inspections on site work, roadways and stormwater systemsΒ for compliance with regulations, standards and approved plans.Β 
  • May assist in surveys for roadway and storm drainage feasibility.
  • Independently prepares inspection reports for distribution to developers, contractors and other divisions.
  • Assists in the preparation of maps, databases and plans.
  • Reviews as-built drawings for conformance with design plans and consistency with construction observations and reports.Β 
  • Interacts with contractors, consultants, developers, utilities, regulatory agency representatives and the general public.Β 
  • Prepares, organizes and maintains engineering/construction field and office data, reports and systems.Β 
  • May assist the Engineering Field Coordinator in the preparation of project warranty and acceptance documentation.
  • May assist in project management for the construction of County projects and verifies that proper materials are used, and that construction conforms to the contract documents.Β 
  • May review applications for permits.Β 
  • May prepare drawings for roadway improvement projects.
  • May assist with all duties assigned, including surveying of parcels of land.
  • Performs other duties as assigned.


Minimum Requirements to Perform Work


  • Associates degree in Civil engineering or related field;
  • Must have and maintain a valid driver’s license for South Carolina with safe driving record;

ENGINEERING TECHNICIAN 1 (117):
  • Four (4) years of related technical experience;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
  • SCDHEC Erosion Prevention & Sediment Control Inspector Certification preferred.
Β 
ENGINEERING TECHNICIAN 2 (118):
  • Six (6) years of related technical experience;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
  • SCDHEC Erosion Prevention & Sediment Control Inspector Certification required;
  • SCDOT ART certification preferred;
  • Certified Stormwater Inspector-Municipal preferred;

ENGINEERING TECHNICIAN 3 (119):
  • Eight (8) years of related technical experience;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
  • SCDHEC Erosion Prevention & Sediment Control Inspector Certification required;
  • SCDOT ART certification preferred;
  • Certified Stormwater Inspector-Municipal preferred;
  • Post Construction BMP Inspector certification preferred;

Special Requirements:Β 
  • AutoCAD training required. Β GIS, and AutoCAD Civil 3D knowledge a plus.
  • Departmental testing may be administered during interview.
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.

Knowledge, Skills and Abilities:Β 
  • Knowledge of engineering principles especially those pertaining to roadways and stormwater.
  • Ability to use personal computer and software including Word, Excel and a commonly accepted engineering application.
  • Skilled in oral and written communication.
  • Ability to manage inventory and property.
  • Ability to use moderately complex field equipment.


Physical Demands


This position requires the employee to reach with hands and arms; stand; use hands to handle, feel, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to forty (40) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.


Work Conditions


The work is regularly performed in a safe and secure work environment that may periodically have unpredicted requirements or demands. Thirty-seven and one half (37.5) hours per week. The normal work schedule is Monday through Friday from 8:00 a.m. until 4:00 p.m. with the ability to work after hours when necessary. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
