Description

This position performs technical engineering work in the design, development, implementation of City water projects, and to perform related work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.

The work is considered light-to-medium in nature and involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving close tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, stooping, talking, visual acuity, and walking.

Work environment may involve exposure to bright/ dim light, extreme heat and/or cold, wet or humid conditions, dusts and pollen, fumes and/or noxious odors, traffic, toxic I caustic chemicals; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.

Essential Job Functions

  • Oversees, supervises, and coordinates Water Division’s Water Study Group with the implementation of the Water Quality flushing program and the City of Columbia Water Valve Program, and Utility Tech groups for Columbia Water, which may include the following: inspection of City construction, renovation and installation projects; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; allocating personnel; recommending and approving employee discipline; Offers training, advice and assistance as needed;
  • Oversees and assist with asset management of ensures completeness of all related Data updates associated with work under this position, in City Works, SharePoint, and other related databases;
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed; Maintains accurate and up-to-date project records;
  • Assists Water & Wastewater Superintendents with supervision of the Utility Techs for Columbia Water to ensure progress and completion for compliance with established policies, procedures, regulations, codes, contracts, plans, specifications, and standards of quality and safety; Attends and participates in 811 meetings;
  • Assist and Investigates for field problems and operational needs for Columbia Water’s water distribution system; develops and recommends solutions and Provides advice and assistance to engineers, contractors in the planning, design and management of City utility construction, renovation and installation projects;
  • Provides technical advice and assistance to engineers, architects and contractors in the planning, design and management of City utility construction, renovation and installation projects for upgrades and/or modification of the water system;
  • Receives and responds to public inquiries, concerns, complaints and requests for assistance regarding areas of responsibility associated with the water distribution and water quality; following up on complaints to ensure timely and effective resolution;
  • Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, attending meetings, entering and retrieving computer data, etc.;
  • Reviews construction plans and specifications for compliance with established codes, ordinances and standards;
  • Assist Water Superintendents on the location of projects being completed by contractors that could impact daily work assignments;
  • Guides, mentors, performs, and completes if necessary, City Works Service Request and Work Order investigations, and in field investigation of GIS mapping system for accuracy and completeness with staff. Conforms to all COC/WDM policies and procedures; specific knowledge of COC/WDM policy and procedures;
  • Oversees and if required performs fire hydrant flow tests and calculations; assists in evaluating test accuracy and implementing corrective measures as warranted; verifies that the fire hydrant test fees has been collected; prepares the hydraulic analysis and fire hydrant flow test letter for approval and issuance;
  • Oversees and if required find and turn water valves, conducts water main flushing, investigation, and procedures to ensure water quality; maintains related records, reports, and regulations;
  • Assists in investigating and resolving water distribution/water quality problems; Assists in performing various engineering calculations and preparing drawings as needed for the design and implementation of water systems;
  • Researches maps and engineering plans to identify problem areas and opportunities for the enhancement of the City's water system
  • May be required to work during emergency conditions and adverse weather conditions;
  • May be required to work on call twenty-four (24) hours per day for emergency response. Must be able to work additional hours, weekends, holidays, etc., as needed in order to accomplish assigned work;
  • Performs other related duties as assigned.

Qualifications

Minimum Requirements to Perform Work

  • High School Diploma or GED and fifteen (15) yeas of relevant prior experience; OR Associate’s Degree in engineering, architecture, construction management or closely related field and six (6) years of experience; OR Bachelor’s Degree in engineering, architecture, construction management or closely related field and four (4) years of experience.
  • Valid South Carolina Class D Driver's License
  • Wastewater Collection Certification; preferred
  • Water Distribution Operators License; preferred
  • Water Treatment Operators License; preferred

Knowledge, Skills, and Abilities

  • Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates;
  • Knowledge of personal computer equipment with skills in the use of Microsoft Office 2003, utilizing Outlook, word processing, spreadsheet and database software programs. Skills in the use of presentation software programs preferred;
  • Ability to express ideas clearly and concisely both orally and in writing using excellent organizational and interpersonal skills;
  • Ability to counsel or instruct/train others through explanation, demonstration and supervised practice or making recommendations based on technical expertise
  • Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; Ability to handle or use machines, tools or equipment requiring moderate instruction and experience, such as fire hydrants and testing equipment;
  • Ability to perform work involving the application of principles of logical thinking or scientific practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;
  • Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
  • Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures;
