Job Duties:
  • The Benefit Integrity Specialist provides state support for the entire Management Evaluation (ME) process for the Benefit Integrity Program. Responsible for monitoring and submitting State and Federal TANF Restrictions report monthly and/or annually. Oversees the dissemination and collection of the Federal Whci;tle-blower complaints on a monthly basis, Quahty Control overpayment errors, and PARIS (duplicate SNAP/TANF inquiries) matches and national disqualification (NDQ/eDRS) inquiries received from other states. Responsible for reporting Retailer Fraud to United States Department of Agriculture Food and Nutrition Services (USDA/FNS).Β 

  • Distributes and collects the Benefit Integrity portion of the SNAP ME survey in advance of the ME review. Β Researches, analyzes and prepares Benefit Integrity portion of the SNAP ME Reviews for inclusion in the final review report for all 46 counties. Β Prepares, reviews and monitors county corrective action plans for Benefit Integrity portion of ME for all counties.

  • Oversees the collection, dissemination, and tracking of the Whistle-blower complaints from USDA/FNS on a monthly basis. This position will review each Whistle-blower complaint, if it should be unfounded, the Benefit Integrity Coordinator will unfound the complaint and if the complaints needs further investigation, the Benefit Integrity Coordinator will submit the complaint on a DSS 1680 Possible Claim Referral to the next Benefit Integrity worker in rotation for assignment. Responsible for receiving and responding to out of state PARIS matches (duplicate SNAP/TANF inquiries) and national disqualification (NDQ/eDRS) inquiries received from other states.

  • Oversees the collection, dissemination, and tracking of Quality Control (QC) overpayment errors. Responsible for review QC overpayments and for non-reportable overpayment errors and errors under the QC threshold, the Benefit Integrity Coordinator will complete a DSS 1680 Possible Claim Referral and unfound the overpayment in CHIP system and scan to SCOSA system. All other overpayment errors will be completed on DSS 1680 and assigned to the next Benefit Integrity worker in rotation for assignment. The Benefit Integrity Coordinator is responsible for following up with the workers supervisor to ensure timely completion of referral.

  • Responsbile to research the use of an ePAY card to withdraw TANF benefits or process a payment for merchandise or service in Liquor Stores Casinos, gambling casinos, or gaming establishments; and businesses that provide adult-oriented entertainment in which performers disrobe or perform in an unclothed state. Responsible to block these types of establishments from being able to accept ePay card and to also submit a DSS 1680 Possible Claim Referral for overpayment of any recipient transactions with TANF ePay cards at these types of establishments. Complete and/or monitor the TANF Blocking reporting monthly. Complete and submit the annual report to USDA/FNS montly and/or annually or as requested. Attend EBT/ePay Β TANF monthly meetings with EBT/ePay vendor.

  • Reviews, is knowledgeable of, and correctly applies past and current SNAP, TANF and Benefit Integrity policies and procedures. Attends policy and procedure trainings as scheduled to keep informed of all changes.

  • Performs other related duties as required. Β 

Minimum and Additional Requirements

A High School Diploma or equivalent and four (4) years of experience in Economic Services. A Bachelor's Degree may be substituted for the required years of experience.
