JOB SUMMARYΒ
This class manages the classification and compensation for the County; assists in the development, implementation and continuous maintenance of the Countyβs classification and compensation systems. This class works within broad policy and organizational guidelines, does independent planning and implementation and reports progress of major activities through periodic conferences and meetings.
ESSENTIAL JOB FUNCTIONSΒ
Oversees the county-wide classification and compensation program.Β
Supervises classification studies including job analyses, desk audits, salary surveys, and development and preparation of job descriptions. Β
Monitors and tracks the Countyβs Longevity and Merit program.Β
Conducts and completes salary surveys on behalf of Dorchester County, participates in public sector surveys and assists other municipalities and counties with salary questions.Β
Reviews and processes Position Change Request Forms including labor changes, reclassifications, conversions, and creation of job codes.Β
Determines and ensures appropriate FLSA classification and placement within the County's organization structure based upon application of job evaluation criteria. Β
Reviews and updates pay grade assignments, pay structures, pay tables, position listings, and various other position details across HR systems as appropriate.Β
Performs internal pay analysis as well as market pricing & analysis by reviewing appropriate data/information. Recommends changes, supports the analysis with cost projects for proposed changes.Β
Reviews and recommends salary offers above minimum for new hires in coordination with the Human Resources Director and hiring departments.Β
Assists in identifying benchmark jobs, preparing survey materials, and maintaining survey related data.Β
Provides training and instruction to Human Resources Representatives as appropriate in the day-to-day application of compensation programs, policies, and procedures.Β
Maintains and ensures compliance with applicable equal employment opportunity (EEO) and related employment laws and regulations. Β
Works effectively as a team member with other members of management and the HR staff.Β
Attends staff, committee and County meetings as required.Β
Attends training, meetings, seminars and/or workshops to enhance job knowledge and skills.Β
Performs other related job duties as assigned. Β
Education and Experience:
Bachelor's degree in Human Resources administration, business administration, or a closely related field required.Β
Two (2) or more years of experience working in Human Resources, Business Analytics, or a related field, required. Β
Prior experience in local government roles preferred.Β
Prior classification and compensation experience to include experience with step pay plans and point factor evaluation systems, preferred.Β
Special Qualifications:Β
Must possess a valid South Carolina driverβs license.Β
SHRM-CP or SHRM-SCP preferred.Β
