GENERAL SUMMARY
Under the direction of the Assistant Superintendent for Human Resources, plans, develops, and implements district human resources management functions with a focus on Educator Effectiveness and teacher quality systems. Provides leadership and oversight for recruitment, selection, onboarding, induction, mentoring, certification, evaluation, and retention of high-quality educators. Supports district strategic priorities through effective personnel systems, legal compliance, and continuous improvement initiatives. Supervises and evaluates the work of subordinate support staff and performs related professional and administrative work as required. Β

ESSENTIAL DUTIES AND RESPONSIBILITIES
Β
Human Resources Leadership
- Facilitates the screening, interviewing, selection, onboarding, and placement of professional personnel and support staff.
- Assists with preparation of Board agendas for personnel actions including: recommendations, appointments, transfers, resignations, and retirements.
- Coordinates and supports district recruitment initiatives and hiring events.
- Oversees the districtβs online application system and manages job postings.
- Supports principals in personnel recommendations and staffing decisions.
- Oversees transfer processes and coordinates staff reassignment or reduction when necessary.
- Assists in the preparation and monitoring of the Human Resources budget.
- Maintains job descriptions for professional and classified positions.
- Projects a positive image for Spartanburg School District Two through Human Resources services.
- Represents the District at various professional and community meeting as appropriate.Β Attends training, seminars, and conferences, and conducts research to maintain and enhance knowledge of legislation and trends in human resource administration.Β
Educator Effectiveness & Teacher Quality
- Provides strategic leadership for all educator effectiveness systems to ensure high-quality teaching and learning.
- Oversees district induction programs for first-year teachers, including orientation, support structures, and program evaluation.
- Coordinates and monitors mentor teacher selection, training, and support.
- Oversees teacher evaluation systems, including training and monitoring of evaluators to ensure fidelity and compliance.
- Leads district efforts related to teacher certification, licensure tracking, reciprocity, and alternative certification pathways.
- Ensures compliance with state educator effectiveness requirements and reporting, including the districtβs annual ADEPT plan.
- Analyzes educator performance and retention data to inform continuous improvement strategies.
- Manages the hiring process for effective talent acquisition.
- Revies and analyzes employee turnover and trends, and recommends programs to ensure employee retention, maintains contact with departments and schools to identify/anticipate personnel needs and changes.Β
- Supports professional growth planning processes aligned with evaluation outcomes.
Personnel Systems & Compliance
- Provides leadership to ensure district compliance with employment laws, certification regulations, and educator effectiveness requirements.
- Facilitates data management within state systems including certification portals, evaluation platforms, and educator databases.
- Works with principals to ensure certification compliance for all professional staff.
- Coordinates professional contracts, notifications, and employment correspondence.
- Supports employment recommendations, contract issuance, professional growth planning, and performance management processes.
- Ensures compliance with School Board policy, state law, and federal regulations related to personnel.
- Direct the maintenance of confidential employment records for all employees.
- Receives and responds to employee inquiries, concerns, and complaints regarding personnel policies and procedures.
- Works with principals and directors on complex personnel matters, including remediation plans for support and certified staff and supervisory conferences.
- Works proactively to resolve issues and utilizes problem solving and mediation techniques to bring about resolution where appropriate.Β Β Β
- Assists in the development and revision of School Board policies and administrative procedures.
- Reviews and approves memoranda of understanding and contracts related to personnel.
Employee Support & Organizational Development
- Coordinates new hire orientation and maintains the district employee handbook.
- Supports employee relations processes including: grievances, investigations, and conflict resolution.
- Coordinates district recognition programs, including Teacher of the Year.
- Supports employee engagement initiatives and district campaigns.
- Facilitates placement of student teachers, interns, and clinical experiences.
- Serves in assigned Title IX roles, which may include: Coordinator, Investigator, and/or Decision Maker, in accordance with district procedures and applicable law.
Compensation, Benefits, & Operations
- Projects and assigns salaries for classified and administrative positions.
- Assists with annual salary schedule review and recommendations.
- Supports coordination of employee benefits administration.
- Oversees extra-duty supplements and contract addendums.
Other Duties
Attends School Board meetings and various meeting representing the Office of Human Resources as needed and/or in the absence of the Assistant Superintendent for Human Resources.Β
Performs other duties and responsibilities as assigned by the Assistant Superintendent for Human Resources.

SUPERVISORY RESPONSIBILITIES
Provides direct supervision to assigned Human Resources staff and provides guidance to school and district administrators on personnel management functions.

QUALIFICATION REQUIREMENTS
Β
Education and Experience
- Masterβs degree required; doctorate preferred
- Educational leadership or administration certification required
- Minimum five (5) years of successful school principal leadership experience required; district-level leadership experience preferred
Knowledge, Skills, and Abilities
- Thorough knowledge of human resources principles and educator effectiveness frameworks
- Knowledge of state certification and evaluation requirements
- Strong leadership, organizational, and interpersonal skills
- Ability to analyze data and lead continuous improvement initiatives
- Ability to maintain confidentiality and exercise sound judgment
WORKING CONDITIONS
Office environment with limited exposure to environmental conditions. Physical demands include general office activities and occasional lifting up to 25 pounds. Requires routine travel within the district and occasional regional or overnight travel. Work involves meeting deadlines and managing multiple priorities.
