Β Β POSITION PURPOSE: The Head of Transportation provides strategic leadership, oversight, and direction for all student transportation operations, ensuring safe, efficient, and reliable transport services. This position manages vehicle maintenance programs, coordinates compliance with regulatory standards, and serves as a primary liaison with state and local transportation authorities.
ESSENTIAL FUNCTIONS:
Direct department operations, develop strategic initiatives and objectives aligned with District goals.
Assesses incidents, complaints, etc. (e.g. safety issues, transportation routes, legal issues, department staffing, etc.) for the purpose of resolving or recommending a resolution to the situation.
Collaborates with internal and external personnel (e.g. other administrators, public agencies, parents, transportation regulation agencies, vendors, etc.) for the purpose of implementing and/or maintaining services and programs.
Develops and monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
Directs department operations (e.g. budgeting, safety programs, routing, site inspections, preventive maintenance, etc.) for the purpose of providing services within established time frames and in compliance with related requirements.
Facilitates and/or participates in meetings and workshops, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
Inspects all aspects of District transportation services for the purpose of ensuring that transportation activities are completed efficiently, and within regulatory requirements.
Oversees vehicle preventative maintenance programs and activities for the purpose of ensuring school vehicles are maintained in a safe and effective operating condition.
Performs personnel functions (e.g. interviewing, evaluating, supervising, counseling, disciplining, directing, training, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving department objectives within budget.
Prepares a wide variety of written materials (e.g. bid specifications, correspondence, memos, reports, policy/procedures, budget, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
Presents information for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls.
Recommends new hires, promotions, termination and transfers for the purpose of maintaining staffing needs and productivity of the work force.
Recommends policies, procedures and/or actions related to District transportation services for the purpose of providing direction for meeting the District's goals and objectives.
Researches new equipment / vehicles, laws, regulations, etc. for the purpose of recommending purchases, contracts and proper maintenance of district wide services.
Responds to emergency situations during and after standard hours for the purpose of resolving immediate safety concerns.
Compile budgets and cost estimates based on documented program needs.
Administer transportation budget and ensure that programs are cost-effective and that funds are managed wisely.
Initiate purchases and bids in accordance with budgetary limitations and district policies.
Maintain current inventory of supplies and parts to avoid ordering delays.
Approve and forward invoices for transportation to accounting department.
Recommend disposal of obsolete or worn out vehicles and equipment.
Recommend purchase of vehicles as necessary.
Know South Carolina Department of Education (SCDOE) Student TransportationΒ rules and regulations.
Ensure all documents required by the SCDOE Student TransportationΒ are successfully submitted and approved on time.
Serve as a liaison between BCSD and the SCDOE Student Transportation.
ADDITIONAL DUTIES: Performs other related tasks as assigned by the Chief Operations Officer, Superintendent or other district office administrator as designated by the Superintendent.
QUALIFICATIONS:
A minimum of a bachelor's degree preferable
Valid South Carolina Commercial Driver's License and South Carolina certificationsto operate a school bus and evidence of insurability in Sout Carolina.
Ability to direct and manage operations of a large fleet of vehicles.
Knowledge of energy management and vehicle repair and maintenance.
Ability to manage budget and personnel.
Ability to coordinate district functions.
Ability to implement and maintain policies and procedures.
Ability to interpret data.
ExcellentΒ organizational, communication, and interpersonal skills.
Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: pertinent laws andΒ codes.
EXPERIENCE:
A minimum of five yearsβ supervisory experience in transportation operations, preferably with public school districts.
Five years ofΒ experience as a bus driver.
