The City of Greer is currently accepting applications for a Human Resources Generalist in our HR Department.
Responsibilities:
· Works with Human Resources Director (HRD) to develop and maintain recruitment strategies that include but not limited to schools and professional organizations.
· Develop relationships with schools for future pipelines of employees as well as formalizing internship programs.
· Attend job fairs, presentations at schools, and various organizations.
· Assists with developing programs that promote the City of Greer as an Employer of Choice.
· Responsible for posting position vacancies and placing ads in appropriate media. Recommend alternative avenues for reaching candidates.
· Coordinates interviews with department heads and monitors and assists with hiring process for all departments. Maintains applicant tracking system (ATS).
· Conducts all of the pre-employment background checks, including credit check, sex offender check, SLED/CIA check, reference checks, and employment and education verification. Also conducts background checks for Parks, Recreation and Tourism (PRT) Volunteers.
· Reviews with all employees’ overall City training requirements to include but not limited to MASC training, Customer Service, etc.
· Schedules for all training for the HR department.
· Works with HRD and Department Heads to create training programs for employees for essential training and employee development.
· Develop and facilitate training for new hires, peer to supervisor, etc.
· Develop and facilitate an in-house academy for employees to bridge the gap between daily tasks and the broader mission of the City.
· Works with Department Heads on a succession planning and identifying high performers for stretch assignments.
· Help evaluate the effectiveness of training programs.
· Maintains records and monitors that employees are attending required training.
· Responsible for various City of Greer Training programs such as Customer service training and any additional trainings needed. Responsible for scheduling and facilitating the training.
· Responsible for the annual Blood Borne Pathogens training.
· Presents suggestions and/or recommendations for training programs and other opportunities for employees.
· Responsible for Performance Management to include set up and monitors the annual performance evaluation process. Maintains performance evaluation rating scores for merit increases.
· Prepare Personnel Action Forms when needed.
· Schedules exit interviews and complete all termination paperwork.
· Processes Workers’ Comp Claims and maintain files and logs; keeps HRD informed of any potential issues.
· Acts as the HR representative on the Safety Committee.
· Assists HRD with safety matters including but not limited to relying information to Department Heads on outcomes of accidents.
· Works with Risk Manager to help identify training needs as it pertains to safety.
· Ensures the position control is keep up to date.
· Updates and maintains job descriptions.
· Works with HRD on the classification and compensation plan; makes updates as needed.
· Responsible for completing salary surveys.
· Track and process paperwork for completion on introductory period increases.
· Processes all verifications of wages and/or employment.
· Semi-annually runs driver’s license check through telecommunications.
· Conduct exit interviews in the absence of the Human Resources Director.
· Responsible for the configuration of HR functions in Paylocity and act as the Paylocity expert on the HR side.
· Acts as an advocate for the City of Greer employees in grievance matters.
· Assist with budget input; monitor expenses.
· Works directly with HRD in preparing, setting up, and working all HR-sponsored employee functions.
· Assists in the development and implementation of HR policies and procedures. Ensures the policy and procedures are being followed.
· Assists with ensuring compliance with State and Federal mandates such as DOT guidelines and standards, blood borne pathogens, OSHA, ADA, Labor Department, FLSA, FMLA, COBRA, HIPAA, etc.
· Prepares a variety of confidential documents, government mandated reports, and correspondence as directed.
Job Requirements:
· Bachelor’s degree in human resource management or a related field.
· Three (3) years of experience in HR or a related field; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
· Excellent organization, oral and written communication skills, and comfort with managing and initiating change with the ability to manage multiple projects is required.
· Knowledge of federal and state labor laws.
· Proficient with Word, Excel, and PowerPoint.
· Must have a professional, approachable, and pleasant demeanor.
· Experience with Paylocity and SHRM or HRCI certification, preferred
Hours: 8:00 AM to 5:00 PM, M-F; with additional hours as needed
Salary: Minimum $30.74 hourly; dependent on experience
