PROGRAM INTEGRATION, COORDINATION AND COLLABORATION:
Provides strategic leadership through critical assessment of the range of services offered in DPH clinics. Ensures the team of program nurse consultants develop and maintain current standing orders and clinical policies and procedures in support of clinical services and work in continuum with service delivery staff. Works in coordination with teams across the agency, including, but not limited to: The Health Collaborations Branch Office of Professional Practice for oversight of nursing professional practice to ensure the delivery of efficient and effective nursing services, adherence to practice standards, and to address nursing practice issues; the availability of ongoing training and development opportunities and progressive cross-training for clinical staff to maintain competencies in delivery of integrated clinical services; the Sr. Health Programs Operations Liaison and ROCE to ensure consistency in implementing and integrating services; the Health Programs Branch Communications and Engagement Sr. Advisor to maintain organized, bi-directional communication between service delivery and program staff.Β

PROGRAM MANAGEMENT:Β 
Provides management through critical assessment of the range of DPH clinical services; provides oversight of staff development and outcomes and identifies optimal ways to advance knowledge in clinical services. Ensures current program guidance is implemented in clinical settings. Holds regular program meetings with the section and holds routine supervisory meetings with staff. Provides and ensures well-researched consultation and technical assistance for DPH staff is provided by program nurse consultants as subject matter experts and consultation for program-related Electronic Health Record (EHR) functions is maintained; Secures authorized DPH physician approval for standing orders and clinical policies and procedures.Β

PERFORMANCE MANAGEMENT:Β 
Ensures the implementation and maintenance of and assists in ensuring high-quality clinical services in DPH through adherence to current program policies and standing orders, compliance with state and federal requirements, and achieves performance measures through ongoing program evaluation in coordination with the Quality Assurance and Administration and Service Delivery sections. Monitors program successes and weaknesses to improve services where possible. Collaborates with other bureaus to plan and deliver integrated client services.Β

Other duties as assigned participates in Emergency Preparedness and Response and is subject to 24-hour duty on call and deployment to other areas of the state; assignment may or may not be limited to sheltering, outbreak investigation, mass prophylaxis or other needed activities. Maintains professional licensed nursing accountability by application of scope/standards of Preventive Health Nurse (PHN) practice, the SC Nurse Practice Act, and agency policies/procedures; maintains current BLS certification, maintains continuing education requirements.


Minimum and Additional Requirements

State Minimum Requirements:Β Licensure as a registered nurse by the State Board of Nursing for South Carolina. Graduation from an accredited school of nursing and related nursing experience.


Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.


Agency Additional Requirements:Β Participates in an emergency or disaster as outlined in the DPH Emergency Plans. During such times, the incumbent should regard himself/herself as being on 24-hour call and subject to duty when such events occur and/or are anticipated to occur.Β

Preferred Qualifications

Graduation from an accredited school of nursing and related nursing experience. Thorough knowledge of rules, regulations, policies and procedures pertaining to public health clinical services.Β A bachelor's degree and five years of relevant program management experience. Five years of substantial supervisory experience. Demonstrated ability to mentor staff.


Employee must have well-developed interpersonal and communication skills and the ability to establish and maintain effective working relationships with all levels of staff. Considerable knowledge of public health family planning, STI treatment, and immunization program activities. Demonstrated skills in public health program management including supervisory experience. Must have excellent verbal and written skills and the ability to create and present clear, concise and comprehensive oral and written reports.


Employee will participate in regular conferences with the Clinical Services Bureau Director to discuss program direction and problems; at which broad objectives are set, problems are analyzed, and details are discussed. Employee is expected to work with a high degree of independence and limited supervision.


Occasional work outside of usual business hours and overnight travel may be required. Valid driver’s license is required; may be required to use personal vehicle for work-related travel. Maintain CPR and current HIPAA training certification.
