Under the supervision of the Stormwater Section Manager, you will:
Conduct Technical Reviews
  • Perform detailed engineering and technical reviews of site plans, hydrology, hydraulics, and water quality calculations for projects submitted under the NPDES Construction Stormwater General Permits (SCR100000 and SCR160000).Ensure compliance with stormwater management, sediment reduction regulations, and related statutes (R.61-9, R.72-300, R.72-400, etc.).
  • Prepare approvals and coordinate with consulting engineers, developers, and applicants to resolve deficiencies.
Support Municipal & Industrial ProgramΒ 
  • Process requests for permit coverage under the NPDES Construction Stormwater Program (CGP) and Industrial General Permit (SCR000000).
  • Provide compliance assistance and technical support to MS4-regulated entities and consulting engineers.
Ensure Data Integrity & Reporting
  • Maintain accurate and organized permit files and ensure data in the ePermitting System and Stormwater SharePoint sites are current and complete.
  • Contribute to permit tracking, performance metrics, and reporting to demonstrate efficiency improvements.
Provide Technical Guidance & Outreach
  • Represent the Bureau of Water at meetings, hearings, or outreach events, providing expert testimony or education as needed.
  • Continuous Improvement
  • Contribute ideas and solutions that enhance environmental protection and customer service.

Minimum and Additional Requirements

A master’s degree in the natural or physical sciences or related technical field;Β 
or a bachelor’s degree in the natural or physical sciences or related technical field and one (1) year of environmental health or related experience;Β 
or an associate degree in the natural or physical sciences or related technical field and three (3) years of environmental health or related experience.

  • Strong analytical and problem-solving skills with the ability to balance technical accuracy and timely decision-making.
  • Excellent written and verbal communication skills β€” ability to prepare clear technical reports and correspondence.
  • Team-oriented mindset with a customer-service approach to working with consultants, local governments, and citizens.
  • Proficiency with personal computers and word processing;Β 
  • The ability to become a Certified Construction Site Inspector and Certified Plan ReviewerΒ within two (2) years of employment.
  • Physically able to walk through uneven terrain, work outdoors in inclement weather, and lift up to 30 pounds.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
